Tuvalu
Consultations with Tuvalu representative to the REM 2004 in Madang, PNG were held from 29 Nov-3 Dec 2004. Following the consultations, the following priority list of activities have been indicated by Tuvalu:
- Review the current National Energy Policy in Tuvalu;
- Drafting of Tuvalu Energy Act - incorporate pertinent energy sectors' acts under one act, eg Tuvalu Petroleum Act and other related acts; and
- Develop a Renewable Energy Master Plan of Tuvalu.
The priority areas identified by Tuvalu fit in well within the terms and conditions of assistance provided under the PIEPSAP project. The PIEPSAP Energy Advisor - Mr Anare Matakiviti consulted with Tuvalu from 7-13 February 2005.

First Stakeholder Consultation Workshop on the Development of the Tuvalu Energy Policy Framework from 12 - 15 April 2005.

First of three planned consultation workshops identified focus areas and produced a draft policy statements. PIEPSAP work in Tuvalu has been progressing well and the commitment from stakeholders is encouraging.
The draft energy policy statements was finalised by members of the PIEPSAP National Task Force and then sent to the Permanent Secretary for Works and Energy for her views and comments. Next the draft policy statements was submitted to the Development Coordinating Committee for consideration before it was submitted to Cabinet for approval.
In October 2005 the National Energy Policy was endorsed.

The Government of Tuvalu requested SOPAC to establish a Management Information System based on a GIS.
Download Request For Quotations - - Consulting Services Establishment of a Management Information System for Tuvalu Electrcity Corporation In response to this request the PIEPSAP project has commissioned a consultancy to support TEC through technical assistance and MIS/GIS specific training. The project is also supported by SOPAC’s European Union funded project “Reducing Vulnerability of Pacific ACP States�?. Field activities have been initiated as of mid January.
The PIEPSAP Project Manager, Mr Zieroth and Remote Sensing Specialist, Mr Wolf Forstreuter did a mission to Tuvalu from 3-9 March 2006. The purpose of the mission was to commission and handover the GIS system, assist in performing additional analysis such as social mapping, demonstrate the GIS to a wider audience, and plan future co-operation between PIEPSAP and TEC.

Implementation of MIS/GIS project completed by March 2006 as multidisciplinary multi-stakeholder exercises both at SOPAC and at national level.
Further expansion of MIS/GIS to the Outer Islands operations of Tuvalu Electricity Corporation until December 2006 (upgrading of TEC equipment, expansion to seven outer islands, deepening analytical capabilities and broadening of application) was carried out.
The General Manager of the Tuvalu Electricity Corporation (TEC) requested the PIEPSAP project to review the electricity tariff currently charged by TEC. In response to this request the PIEPSAP project will commission a consultancy to support the Government of Tuvalu and TEC through technical assistance.

Mr Anare Matakiviti undertook the Tuvalu mission from 30 April to 3 May 2007. The purpose of the mission was to continue with the development of the Strategic Plan for the national Energy Policy for Tuvalu as agreed with the Government of Tuvalu. In addition, the mission also provided opportunity to inspect the progress of the Regional Biogas Construction Training project undertaken at the Tuvalu Maritime Training Institute (TMTI) with Alofa Tuvalu, a non-governmental organization based in Tuvalu that is promoting the development of renewable energy projects in Tuvalu.

Strategic Action plan prepared in March 2006 reviewed and refined by Tuvalu task force, final version circulated in April 2007.
Tuvalu - Media Coverage under PIEPSAP Project
Co-operation agreed upon in the area of reducing fossil fuel consumption of TEC (renewable energy resource assessment wind and biomass) and facilitation and locating renewable energy funding from EDF 10 and EUEF.
Wind measuring equipment was procured with installation in May 2007. wind monitoring and wind data analysis ongoing.
Regional training in biogas construction performed in May 2007, 8 m3 plant constructed and commissioned.
Work plan for policy implementation developed in May 2007.
Tariff study finalized in August 2007 and circulated. Progress control mission in August 2007. Capacity building in the implementation of the recommendation of the tariff review to be conducted through the government of NZ’s assistance.
Co-operation with NGO Alofa Tuvalu, production of educational material (in Tuvalu language) on energy/environment. PIEPSAP printed and circulated the document.
