Tonga


Consultations with Tonga initiated initiated in 2004. Mr Anare Matakiviti, PIEPSAP Energy Advisor visited Tonga for consultation from 21-24 September 2004.

The consultation with Tonga built awareness on the PIEPSAP project and how best Tonga could achieve maximum benefits from PIEPSAP.

Tonga requested for assistance with the formulation of the Tonga National Energy Policy and an appropriate Strategic Action Plan for implementing the policy.

A wider consultation with stakeholders, the set up of National Task Force and investment plans and partnerships were also requested to be considered under the PIEPSAP project.

Further consultations with Tonga were carried out during REM 2004, Madang, PNG.

Currently PIEPSAP is developing a Terms of Reference for Tonga. Tonga has highlighted to PIEPSAP team to focus on Renewable Energy Policy.

The PIEPSAP Energy Adviser, Mr Anare Matakiviti carried out the Consultation Workshop on the Development of the Tonga National Renewable Energy Policy Framework from 29 April to 5 MAy 2005.

The first consultation workshop as mentioned above was carried out in April where the policy statements were finalised by the National Task Force. To invite more comments/views from other stakeholders the Task Force members agreed to

i. Circulate the draft policy framework to all members of the National Task Force
ii. Add some pictures of renewable energy systems to the policy document
iii. The policy framework to be submitted first to the Minister for Lands, Survey and Natural Resources, Hon Feilakepa.
iv. The policy document to be printed and bound before submitting to Cabinet for approval.

With regards the planned subsequent consultation workshops, members of the Task Force felt that it would be useful to use these as an opportunity to carry out more consultations with members of the public including the private sector on the draft renewable energy policy framework.

Through the cooperation from the Government of Tonga and PIEPSAP team, the first National Renewable Energy Policy for Tonga was formulated and approved at the cabinet level as of 24 March 2006.

With the above success the Government of Tonga further requested PIEPSAP's assistance in drafting the Tonga Renewable Energy Bill. To facilitate discussions with relevant stakeholders, Mr Matakiviti scheduled consultations from 2-9 September 2006. A local consultancy-Call for Quotations was executed and work initiated early 2007.

Renewable energy bill drafted by local consultants submitted to energy department. Final draft of energy bill submitted to Government of Tonga in August 2007. Renewable Energy Bill now with the Crown Law office for submission to Cabinet in early 2008.

Participation in EDF 10 Multi Country Energy Programme (MCEP).
