Samoa
The Government of Samoa formally requested PIEPSAP support in finalising the draft Samoa National Energy Policy and develop Strategic Acion Plan.
Request from Samoa for PIEPSAP support specifically is as follows:
(i) To finalise the Samoa Draft National Energy policy taking note of the findings and recommendations from the National Study under UNESCAP project where by the Draft National Energy Policy is compared with Strategic Planning and Management (SPM) approach;
(ii) To develop the Strategic Action Plan;
(iii) Financial assistance to support the National team (already established), stakeholder consultations and printing of the Energy Policy and its Action Plan; and
(iv) To ensure all relevant areas and issues are addressed and practical mechanisms are in place to influence the national efforts towards acheiving the regional energy vision which is 'available, reliable, affordable, and environmentally sound energy for the sustainable development for all Pacific Islanders.
Consultation with Samoa had been initiatedin 2004. Mr Anare Matakiviti, PIEPSAP Energy Advisor visited Samoa for consultation from 28 September to 1 October 2004.

REM 2004, Madang, PNG.
Samoa Work Plan has been endorsed by the Energy unit, awaiting formal endorsement letter by the Government of Samoa.
As a follow up, the Energy Adviser, Mr Anare Matakiviti carried out
Consultation Workshop on the Samoa National Energy Policy Framework with Samoa from 11-15 July 2005. During this period the Samoa task force was formalised and a Energy National Taskforce Meeting was held on 15 July focussing on draft Samoa Energy Policy.

To assist in information exchange and efficient communication within the Samoa Task Force team a
PIEPSAP Samoa Mailing List for the group has been established.
The National policy statements have been finalised by the Task Force. The second consultation workshop was convened on 7–9 September 2005 for the purpose of developing the strategies.
This workshop was split into two components. The first component held on the 7th and 8th was for the Core Team to draft the strategies for each policy statement. These draft strategies were than presented to the National Task Force on 9 September for their views and comments.
The draft strategies will be refined in light of the comments received from the National Task Force. This task has been delegated to the Samoa Energy Coordinator who will then circulate the draft the policy statements and associated strategies to members of the National Task Force who were not able to attend the consultation for their views and comments.
Community Level Public Consultations
Two National consultation workshops one in Apia and one in Savaii targeting the communities and representatives from NGOs and private sector were carried out in October. The purpose was to widely provide information about the new policy framework to the wider populace.
The Energy Adviser also attended the
Asia-Pacific Regional Energy Programme for Poverty Reduction (REP-PoR) Planning Meeting for the Pacific Component of the Rapid Assessment and Gap Analysis, from 5- 6 September 2005.

Assistance to EPC to Establish a Management Information System
Early January 2006 the Electric Power Corporation (EPC) requested under PIEPSAP project to establish a state of the art MIS/GIS system at EPC in close cooperation with EPC staff.
Consultations with Samoa Government to establish a Management Information System at the EPC were scheduled from 11-14 April 2006.

The Samoa Energy Policy has been endorsed by the cabinet as of 13 June 2007 The National office is now working on developing the Strategic Action Plan for its implementation. The full document is also published and available from

for viewing and downloading. The Strategic Action Plan should be completed during Anare's visit on the 3rd week of August.

In first quarter 2007 agreement to cost-share with UNDP TRAC a Preparatory Phase for a Samoa PV Rural Electrification Programme. Comments provide on draft Concept Paper prepared by UNDP.
PIEPSAP co-funding of solar PV programme. Review of debriefing notes for UNDP/EPC/PIEPSAP photovoltaic project. First mission by consultants undertaken in January 2008. Survey of electrified and un-electrified households underway in Savaii and Upolu. Second and final mission by consultants in beginning of second quarter 2008.
