Papua New Guinea

Papua New Guinea (PNG) Government formally requested PIEPSAP support in developing their national energy policy.


Request from PNG Department of Petroleum and Energy for PIEPSAP support specifically is as follows:

(i) Development of energy policy plan in line with the recommendations reported in the ASF II Energy Policy Review Report of 2004 recently completed by Dr Harry Zevon funded under the Australian Support Facility (ASF); and
(ii) To oversee the implementation of the 5-year Strategic Work Plan that was developed during the Energy Policy Review process.


PIEPSAP Team studied the ASF II Report and Consultations with PNG were held from 22 - 26 Nov 2004.

A Regional Energy Meeting 2004 and PIEPSAP Consultation, hosted by PNG was held towards the end of the year (2004) in Madang, PNG.

After a lapse of almost four months, the Acting Director of Energy brought some new enthusiasm to the development of National Energy Policy and Rural Electrification Policy frameworks when he assumed office on 15 July 2005.

Communication was quickly established to try and map out a plan for the development of energy policy. PIEPSAP was informed by the Acting Director that the focus of the PIEPSAP/PNG Energy Division collaboration as per the draft work plan (TOR) has changed, listing the development of both the Energy policy and the Rural Electrification policy frameworks as priority areas.

He later advised that a consultation workshop has been planned for 21 - 26 August 2005 for the purpose of developing both policy frameworks. An invitation was forwarded to PIEPSAP to provide a resource person to the above workshop. The PIEPSAP Energy Adviser was delegated to attend the consultation workshop and provided advice accordingly.

As a result of the consultation workshop both draft policy frameworks for energy and rural electrification were developed and submitted to the National Task Force members for further comment and refining.

Communication and coordination with the World Bank has been maintained.

The PNG government held a 3 day workshop, 5-7 April 2006 to finalise the National Energy Policy and the Rural Electrification Policy. Mr Matakiviti participated in the workshop and provided his input.

Assistance has been provided in developing a concept note for a EUEF submission (rural electrification).Support to two initiatives to develop proposals for submission under the EUEF (rural electrification through mini hydropower and institutional strengthening of energy administration).

Finalization of the National Energy Policy Framework, Co-ordination with World Bank. Currently the project awaits feedback from PNG on policy development.
