Nauru
Formal request from Department of Foreign Affairs, Republic of Nauru was received in May 2005 as follows:
High Priority:
- Develop, finalise and adopt a national energy policy, national electrification, policy, etc;
- Develop strategies, energy sector action plans and enegry chapters of national developmnet strategies;
- Develop more appropriate institutional structures within the public service with clear powers and responsibilities such as Public Utilities Authority; and
- Establish sustainable tariffs and analyse implications of tariffs on low-income consumers, utility's income.
Medium Priority:
- Develop practical guidelines for environmentally sound operation of energy systems, lending guidelines and purchasing models for energy equipment etc;
- Determine the actual cost and subsidies for the substitute of traditional elctrification for alternative sources such as an OTEC or Solar PV system; and
- Access sources for energy sector investments and concessionary finance, establish partnerships and develop project pipelines.
PIEPSAP had considered the request and have indicated assistance with developing a national energy policy and in restructuring Nauru Utility Sector.
Attachment for Nauru Energy Planner was organised at SOPAC to facilitate consultations with PIEPSAP in June 2005. Unfortunately attachment was cancelled twice due to other commitments of Energy Planner.
The Government of Nauru (GoV) requested the SOPAC through its PIEPSAP programme to provide assistance in the development of a National Energy Policy Framework (NEPF) for Nauru. A Terms of Reference (ToR) for PIEPSAP technical assistance has been developed and this will guide the activities pertaining to the development of the NEPF.
PIEPSAP in consultation with the Nauru Aid Management Unit (AMU) and the Nauru Department of Environment (DoE) in the Ministry of Commerce, Industry and Resource (MCIR) planned and scheduled a mission to Nauru to carry out consultations with stakeholders on the energy policy framework. The mission was carried out between 12 June and 14 June, 2007. The main purpose of the mission was to brief stakeholders on government’s initiative to develop a National NEPF for Nauru and at the same time gather issues raised by the different stakeholders for consideration in the NEPF.

The second round of consultations on the National Energy Policy Framework (NEPF) for Nauru was carried out from 3 to 10 August 2007. This is in accordance with the schedule and milestone provided in the Terms of Reference (ToR) for PIEPSAP technical assistance (TA) in the development of the Nauru NEPF.

Co-ordination of wind resource assessment activities with consultant funded under French bilateral program, possible follow up by PIEPSAP in case a request is submitted. Consultations held with Ausaid, EU, and ADB on possible co-operation.
Policy statements and strategies finalized and a draft strategic plan for implementing the policies developed.
