Marshall Islands
Marshall Islands Government welcomed PIEPSAP support in achieving "available, reliable, affordable, and environmentally sound energy for the sustainable development for all Pacific islanders".
Request from the Ministry of Resources & Development for PIEPSAP support specifically is as follows:
- To improve Marshall Islands capacity in developing "strategic action plans to implement the (energy) policies"; and
- To consult with Marshall Islands
Marshall Islands offered to prepare a national team comprising of various government and non government agencies to aid in consultations.
Mr Gerhard Zieroth, PIEPSAP Project Manager consulted with Marshalls from 25-31 October 2004. Further consultations with RMI indicated further assistance under PIEPSAP project:
- Economic Assessment of Coconut Value Chain and Comparison of Rural Electrification Options
- Development of Rural Electrification Strategy with renewed focus on poverty alleviation

Further consultations were held at the REM 2004 in Madang, PNG.
The Marshall Islands Government requested to build capacity of their Energy Planner, Ms Atina Myazoe through a
training attachment at SOPAC to gain an enhanced understanding of energy policy issues and to develop network of international and regional contacts. Ms Atina Myazoe was attached to SOPAC from
14 March - 1 April 2005.

PIEPSAP had placed a
Request For Quotation on SOPAC web for the Review of the Namdrik Atoll Solar Project in the RMI. Quotations had been requested from parties that were willing and able to undertake the services as Technical Expert (Renewable Energy and Rural Electrification Specialist) and a Socioeconomic Specialist.
Empower New Zealand has been selected and they begin their work 15 July 2005. Mr Tony Woods, Renewable Energy Specialist and Ms ))Ann McLean((, Socioeconomic Specialist from Empower New Zealand have initiated their field work from 15 July to 15 September 2005. To further enhance the review a local consultant, Ms Ellia Sablan Zebedy, Sociologist (local) has joined the team, 15 July - 1 August 2005. As a follow up Mr Zieroth carried out consultations with Marshalls from 12 - 26 July 2005.
The consultant’s report is currently under review and a draft Rural Electrification Strategy is under preparation with assistance from PIEPSAP.

Drafting of Rural Electrification Strategy with focus on financial sustainability, technical and social feasibility and supply/demand match was drafted early 2006.
PIEPSAP Project Manager, Mr Gerhard Zieroth further carried out consultations with the the EU mission to Marshall Islands from 26 – 30 May 2006.

Technical backstopping and research assistance provided for RMI biofuel program (attachment of a research assistant). Further PIEPSAP funded participation of Marshall Island's representative in Kiribati Biofuel workshop (April 2006).
The Outer Island Electrification Strategy (OIES) which was developed through PIEPSAP support has now been endorsed (August 2006) by the RMI Minister of Resources and Development, on behalf of the Government of the Republic of the Marshall Islands. The document offers practical tools and important guidelines for the RMI government officials to efficiently and effectively plan, implement and manage projects in the outer islands.
PIEPSAP sponsored research project on biofuels completed by D. Fuerstenwerth, international experiences with neat vegetable oil use and risk assessment of CNO use in PIC (reports available).
Possible support for preparation of the EU REP5 prepaid metering program. Participation in EDF 10 MCEP programming (wind monitoring now included in MCEP proposal.
