FSM - Pohnpei Utilities Corporation following discussions from REM 2004, formally requested PIEPSAP support/ assistance in carrying out and/or finance a utility tariff study.

Pohnpei Utilities Corporation requested specifically PIEPSAP support/assistance in complimenting their tariff study, especially in the lifeline rate for power, water and sewer and how the cost of services be recovered.

PIEPSAP Project Manager, Mr Gerhard Zieroth further carried out consultations with FSM from 3 April - 16 April 2005.

In all four states and at national level, activities in energy policy development and energy sector management were being identified to be supported by PIEPSAP. The activities as follows:

National Level:
• Co-ordination of PIEPSAP co-operation through DEA
• Integration of state level policy activities at later state into national policy framework using bottom up approach.

Pohnpei:
• Co-operation in and co-funding of tariff study PUC
• Assistance in sourcing concessionary finance for midium term hydropower development

Kosrae:
• Assessment of hydropower potential.
• Transfer of tariff study results PUC to KUA

Chuuk:
• Development of energy policy framework

Yap:
• Development of energy policy framework
• Assistance in rural electrification planning 1

FSM draft Work Programme is under preparation.

A Request for Proposal - Consulting Advisory Services to Perform and Rate Analysis for the Pohnpei Utilities Corporation was placed in December 2005. Assistance was provided in procurement of consultants through open tender, and model tariff study incepted in March 2006. Interim report presented in September 2006.

Chuuk Energy policy statement reviewed and PIEPSAP inputs provided.

PIEPSAP Project Manager, Mr Gerhard Zieroth further carried out consultations with the the EU mission to FSM from 24 – 26 May 2006. Assistance provided to planning of EDF 9 REP5 project and programming of of EDF 10.

Mr Zieroth visited Pohnpei from 23 - 27 October 2006 to facilitate the commissioning of the joint tariff study for Pohnpei Utilities Corporation and to attend the final stakeholder consultation.

Assistance in the development of a National Energy Policy started with first consultations in March 2007.

Anare Matakiviti, PIEPSAP Energy Adviser visited FSM from 19-23 March 2007, on a consultation meeting to discuss with stakeholders issues regarding the National Energy Policy Framework for the country.Download Consultation Report - March 2007

Office of Overseas Development Assistance revisited the need for FSM to have a National Energy in place. Discussion on how to progress this project ongoing with office of ODA taking the lead role.

Participation in REP 5 steering committee and in EDF 10 MCEP programming
