Cook Islands


The PIEPSAP Project Manager, Mr Gerhard Zieroth held first consultations with Cook Islands Government from 7-10 March 2005.

Focus of PIEPSAP co-operation in the Cook Islands is on wind energy development. A feasibility study on a wind farm in Rarotonga by Gerhard Zieroth outlines the economics of a 2 Megawatt wind project that would save a considerable amount of diesel. UNDP Samoa funded a wind monitoring mast that has been installed at the selected site.

Cook Islands draft work programme was presented to government in May 2005, and as of 25 July 2005 Cook Islands government provided their endorsement to PIEPSAP.

The Cook Islands government held a consultation and planning workshop on CI's response to fuel price increases in October 2005. PIEPSAP supported the workshop which developed the Cook Island's Energy Action Plan (CIEAP), with emphasis on energy security, energy conservation and renewable energy development. PIEPSAP support for CIEAP includes feasibility study on wind and design of energy conservation program.

Upon request of Water Works Cook Islands PIEPSAP performed a feasibility assessment for five solar pumps on Mauke Island. Solar pumps are recommended to conserve fuel and avoid water contamination by fuel and engine oil.

Project development includes solar pumping for Mauke Island and an IPP wind project for Rarotonga. Also onsite wid measurements prepared in the framework of a UNDP TRAC funded project.

PIEPSAP received request received in November 2006 for additional wind measuring. Wind measurement mast was installed in May 2007 under separate (i.e. core) funding from UNDP.

In the framework of the UNDP TRAC funded project external quality check of the wind data collected in the period May-Nov? 2007 was undertaken in Dec 2007

Co-ordination with ADB (inclusion of wind project in infrastructure lending programme). In June 2008 ADB will field a project appraisal team for the CI infrastructure programme and PIEPSAP has been requested to join this mission.
