Promotion of Environmentally Sustainable Transportation in the Pacific Islands (PESTRAN)
Efficient and effective energy use in the transport sector contributes to a country’s attainment of sustainable development. Given the increasing demand for fossil fuels in the Pacific region with the transportation sector accounting for about 50% of total energy consumption, the Pacific Island Countries (PICs) consider it appropriate to formulate strategies to reduce the increasing use of fossil fuel measures in this important sector. In addition, there are associated social issues such as traffic congestion, increasing number of accidents and road death toll resulting from the increasing number of vehicles plying on the limited roads in the Islands.
The PESTRAN project is aimed at reducing GHG emissions from the transport sector of Pacific Island Countries (PICs), particularly in the three participating PICs. The purpose of the project is the promotion of environmentally sustainable ground transportation systems for improving energy efficiency in transport, and for improving public transportation systems.
These will be realized through the implementation of strategic and relevant interventions that would shift current transport practices towards more efficient systems facilitate increased investments to such systems and the formulation and implementation of regulatory frameworks that supports the energy efficiency in the transport sector of these countries in line with their objective of enhancing socio-economic growth. Initially, and based on the findings and recommendations of previous transport studies in the participating countries, PESTRAN
is expected to bring about:
• Reduced fuel consumption in the transport sector, resulting in reduced CO2 emissions;
• Implementation of energy-integrated transport policy-based infrastructure development, encouraging use of non-motorized transport and public transportation;
• Implementation of energy-integrated urban transport plans resulting in improved urban mobility and increased public transport reliability;
• Improved capacity of national and local governments in policy-making and enforcement on transport technology and non-technology measures;
• Improved technical capacity of urban planners on integrated land use planning and management activities that lead to cost-effective and sustainable transport systems;
• Improved technical capacity for stakeholders in the government, private sector and NGOs on improving and maintaining transport vehicle energy efficiency performance;
• Increased public awareness of the benefits of the use of non-motorized transport and public transportation and their effect on global climate change.

Participating Countries
Vanuatu, Fiji and Samoa will participate in the PESTRAN project. Country Consulations have been carried out and the PDF-A phase has been finalised. A Medium Size Project document has been written and has been submitted to GEF .
Update on Progress
The PESTRAN project recently had to undergo a re-pipelining process as part of new GEF process. Also during the same period the MSP brief was finalised with re-endorsement and co-financing letters from the 3 participating PICs and SOPAC, and submitted to the UNDP-GEF Regional Technical Advisor through UNDP Suva. The project is expected to commence in the 1st Quarter of 2007.
The primary objective of PESTRAN is the promotion of environmentally sustainable ground transportation systems for improving energy efficiency in transport, and for improving public transportation systems.
