Samoa


Project Intervention Areas: Both the main islands of Upolu and Savai’i.

Key Result Area 1 - Sustainable development of coastal zones, in particular through identifying alternative sources of Aggregates

Activities completed
  • Bathymetric survey around Upolu, Mulifanua and Apolima Strait.
  • Analysis and development of bathymetric data.
  • As requested and agreed, aggregates prospecting and assessment were carried out on Upolu and Savaii. This included both offshore and onshore aggregate works on selected sites in these two islands. Sand samples were collected from two active and two proposed offshore dredge sites.
  • A list of survey and sample analysis equipment was prepared and sent to Samoa to assist the Public Works Ministry in the acquisition of relevant equipments for aggregate-related works in Samoa.

  • Deliver bathymetric products
  • Local capacity building in aggregate related study. Aggregates Geologist, Akuila Tawake provides on-job training to staff of Samoa Geology section during his fieldworks . He also provided training on Sand Sample Analysis to Principle Scientific Officer - Geology Section, Mr Lemeko Talia during Mr Talia's visit to Fiji for the Aggregates Workshop this year, 2006.

Key Result Area 2: Improved planning practices installed for safe and adequate water supplies and sanitation systems


Key Result Area 3: Implement comprehensive hazard and risk management tools within the framework of an integrated, holistic approach for sustainable development (Island System Management)

Activities completed
  • Consultation with govt., NGOs and private sector on ISM model.
  • Review undertaken of volcanic hazards on Samoa with special emphasis on disaster management/response needs.
  • Capacity building in flood management and modelling for the Vaisigano River, Samoa. This included:
    • an RTK-GPS survey of river channel cross sections and floodplain topography;
    • formal training and practical exercises on flood hydrology and river modelling; and
    • introduction to free modelling software HEC-HMS (rainfall-runoff) and HEC-RAS (flood inundation levels).
Activities in progress or ongoing..
  • Integrtaion of capacity building into major bilateral project in the water sector.

Key Result Area 4: ISM Infrastructure established and in use in each Country

Activities completed
  • Acquisition of IKONOS imagery for Savaii and Upolu.
  • IKONOS imagery and swathe mapping procured for whole of Samoa.
  • Establishment and support of Samoa National GIS/RS data centre with international communication capabilities.
  • GIS User Group established.
  • Training on Backdrop Production.
  • Training and technical assistance with the rectification, interpretation and incorporation of remote sensed data into GIS. Also Training provided for - MapInfo? Customisation. Assisted Samoa Forestry build up their GIS System.
  • The GIS/RS Specialist completed a task to estimate Samoa’s coconut resources utilising remote sensing information, GIS and terrestrial ground truth survey, under the UNDP-funded SOPAC-COCOGEN project.
  • The ICT Specialist installed the Mapserver, for Samoa, at the Department of Meteorology and conducted relevant training of twenty participants representing a wide variety of stakeholders from Meteorology, Electric Power Corporation, Forestry, Planning & Urban Management Agency, Works Transport & Infrastructure, Computer Services Ltd, Samoa Water Authority, Mapping & Survey Sections of Lands, National Disaster Management Office, Statistics and SPREP.

Activities in progress or ongoing..
  • Promotion of a GIS/RS data sharing policy which is open to a maximum of stakeholders.
  • Communications network established.
  • On-going capacity building in ICT and specifically in running and maintaining the GIS/RS data centre.
  • On-going integration of the datasets inside the GIS/RS data centre with training of the stakeholders.

Key Result Area 5: Strengthening the capacity of Pacific ACP States

  • Ms Siosinamele Lui was appointed as Samoa Country Intern.

  • The Mapserver was officially presented to the Government of Samoa through the National Representative to SOPAC and is located in the Department of Meteorology. A workshop was subsequently conducted to teach various stakeholders who are GIS/RS specialists in their field on how to operate the Samoa MapServer.
