Project Intervention Areas: The main island of Tongatapu.

Key Result Area 1 - Sustainable development of coastal zones, in particular through identifying alternative sources of Aggregates

Activities completed
  • Bathymetric survey of Fanga’uta Lagoon & Northern coastal area of Tongatapu.
  • Bathymetric survey around Niuafo’ou en-route to Samoa during 2004.
  • The Aggregates Geologist visited Tonga from 12th to 17th March 2005 to progress the outcomes of the aggregate surveys in the Tongatapu Lagoon through presentation of these at a two-day stakeholder workshop in Tongatapu on the 14th and 15th March 2005. The outcome of these studies, which aim to improve the development and management of offshore aggregates in Tongatapu, are contained in three technical reports that have been reviewed and published during the reporting period.
    • The reports No 37 - Country Mission & Technical Note – Aggregate supply, dredging activity and provisional dredging: recommendations for Tongatapu lagoon;
    • No 38 - Technical Report on Proposed Guidelines and Monitoring Procedures for Aggregate Extraction north of Tongatapu; and,
    • No 39 - Technical Report on Aggregate Dredging and Proposed plan of Action for Offshore aggregates extraction in Tongatapu, Kingdom of Tonga.
In addition, the “Environmental Impact Assessment on Sand Resources Extraction North of Tongatapu, Tonga� report by Dr Ed Lovell, who was commissioned by the Project on behalf of Tonga to complement this work, was also presented. Twenty two (22) stakeholders representing the: Department of Central Planning; Department of Environment; Department of Fisheries; Department of Health; Department of Crown Law; Tonga Visitor’s Bureau; Board of Ports Authority (Dredger); Department of Ports and Marine; Ministry of Works; Ministry of Lands, Surveys & Natural Resources; Vete Holdings (Dredger); and, Fafa Island Resort attended the two day workshop.

Activities in progress or ongoing..
  • Analysis of bathymetric and flow data gathered in Tonga - production of bathymetric maps.
  • Project is collecting additional oceanographic data for Hydrodynamic modeling of the Fanga'uta Lagoon, Tongatapu.

Key Result Area 2: Improved planning practices installed for safe and adequate water supplies and sanitation systems


Key Result Area 3: Implement comprehensive hazard and risk management tools within the framework of an integrated, holistic approach for sustainable development (Island System Management)

Activities completed
  • Consultation with govt., NGOs and private sector on ISM model.
  • Liaision with World Bank funded Cyclone project Cyclone and Emergency Recovery and Management Project.

Key Result Area 4: ISM Infrastructure established and in use in each Country

Activities completed
  • Acquisition of IKONOS imagery for Tongatapu.
  • Acquisition of relevant hardware and software and training in the use of appropriate cost-effective GIS systems.
  • Establishment and support of Tonga National GIS/RS data centre with international communication capabilities.
Activities in progress or ongoing..
  • Rationalisation of existing spatial data into data centre.
  • Study of country facilities and development of an action plan.
  • Promotion of a GIS/RS data sharing policy which is open to a maximum of stakeholders.
  • On-going capacity building in ICT and specifically in running and maintaining the Tongan GIS/RS data centre.
  • On-going integration of the datasets inside the GIS/RS data centre with training of the stakeholders.


Key Result Area 5: Strengthening the capacity of Pacific ACP States

Activities completed
  • 1ST Multi-stakeholder Consultations conducted (National).
  • 2nd Multi-stakeholder consultations conducted (National).
