Project Intervention Areas: The main atoll of Tarawa together with Abemama, Onotoa, Abaiang and Banaba.

Key Result Area 1 - Sustainable development of coastal zones, in particular through identifying alternative sources of Aggregates

Activities completed
  • Marine survey conducted in Kiribati from 14th to 29th September and 01st to 19th October 2005. Activities included bathymetric survey of Tarawa, Abaiang and Banaba atolls. Shallow seismic survey for aggregate assessment was completed and Oceanographic data acquired in Tarawa lagoon.

  • Development of a Kiribati Disaster Preparedness Project (KDPP) concept to address beach erosion and beach mining through looking at the feasibility of setting up an aggregates company to provide an alternative, offshore aggregate resource. A technical report was prepared concerning the identified vulnerable coastlines and associated beach mining risks. Recommendations for their protection in South Tarawa were completed and delivered, in-country.
  • One-week survey was conducted to measure and collect channel flow data in selected North Tarawa intertidal channels. The results have been developed and extrapolated for use in the development of the MIKE 21 HD Model, which can be used to further develop environmental recommendations for the proposed aggregate dredging company.
  • Completed EIA Vinistra shoal aggregate extraction review and mapping & assessment of areas vulnerable to coastal erosion (Tarawa / Abaiang). Technical Report No. ER0046
Activities in progress or ongoing..
  • Post processing of marine survey data and develop Tarawa lagoon bathymetry from survey data.
  • Analysis of seismic data for North Tarawa aggregate resource.
  • Analysis of sediment samples North Tarawa aggregate resource.
  • Ongoing review of existing beach profiling data.
  • Review and develop guidelines for aggregate extraction activities, policy, monitoring, licensing.
  • Review and develop sustainable coastal management planning and policy for Tarawa (ISM) .

Key Result Area 2: Improved planning practices installed for safe and adequate water supplies and sanitation systems


Key Result Area 3: Implement comprehensive hazard and risk management tools within the framework of an integrated, holistic approach for sustainable development (Island System Management)

Activities completed
  • Consultation and follow-up advise provided to government, Non- government Organisations and private sectors on ISM related issues.
  • Liased with World Bank funded Kiribati Climate Change Adaptation Project.
  • Communicated with initiative of Caritas, Red Cross and FSP on Community Risk Management.
  • Mapping of areas vulnerable to coastal erosion and flooding.Technical Report No. ER0046


  • Completed remote sensing based detection of coastline changes and submarine hazards maps for selected sites in Tarawa and outer islands (S.Tarawa completed/ Abaiang in progess).Technical Report No. ER0046 and Technical Report No. ER0053.
  • Conducted Assessment of beach profile response at South Tarawa, spatial and temporal interaction of sediment transfer.
  • Review and integration of relevant data sets into GIS of previous beach and coastal monitoring programmes.
Activities in progress or ongoing..
  • Contribution to development of guidelines for coastal management and coastal protection measures.
  • Review of existing policy and institutional arrangement for coastal management framework.

Key Result Area 4: ISM Infrastructure established and in use in each Country

Activities completed
  • Acquisition of IKONOS imagery for:Tarawa, Abaiang, Buitaritari, Abemama, Onotoa.
  • Rationalisation of existing spatial data into data centre.
  • Acquisition of relevant hardware and software and training in the use of appropriate cost-effective GIS systems.
  • Study of country facilities and development of an action plan.
  • Establishment and support of Kiribati National GIS/RS data centre in Ministry of Natural Resources and Development with international communication capabilities.
  • Training on Backdrop Production.
  • Training and technical assistance with the rectification, interpretation and incorporation of remote sensed data into GIS.
  • The Project’s RS/GIS Specialist and the Kiribati Fellow, Ms Atauea conducted comprehensive field trials to test Kinematic GPS techniques for the production of a DTM at a 1:10,000 scale. The objective of field-tests being to produce a DTM with 30cm contour lines, which can then be used to show temporal changes. It is envisaged that the results of this work will be transferable to other atoll environments in the Project.
  • In-country training courses to build local capacity in GIS/RS, GeoCMS, Spatial databases and Map Server applications.
Activities in progress or ongoing..
  • Ongoing promotion of a GIS/RS data sharing policy which is open to a maximum of stakeholders.
  • On-going integration of the datasets inside the GIS/RS data centre with training of the stakeholders.

Key Result Area 5: Strengthening the capacity of Pacific ACP States

Activities completed
  • Ms Titeem Auatabu appointed as the Country intern for Kiribati.
  • 1ST Multi-stakeholder Consultations conducted (National).
  • 2nd Multi-stakeholder consultations conducted (National).
  • A meeting between the Kiribati Country Intern and a former Chair of the GIS User Group resolved that the KI MapServer be updated by the in-country GIS User Group.
  • PacINet Conference convened in Tarawa, Kiribati from 22nd to 27th August 2005.
  • Country Interns Annual Meeting was held on 24th August during the PacINET Conference in Tarawa, Kiribati. Project Country Interns attended the Conference, to ensure that they could benefit from interaction with other MapServer users from across the Pacific region, as well as share experiences amongst themselves.
  • Fellowship for Naomi Atauea.
