Pacific Energy Officials and Energy Ministers Meeting 2007
Rarotonga, Cook Islands, 23 - 26 April 2007
Background
The Forum Leaders in their Communiqué of October 2006
“Affirmed the importance of long-term energy security to the future prosperity of the region, requiring intensified regional engagement and endorsed the convening of a meeting of regional Energy Ministers and officials as soon as possible and before the Fifteenth Session of the Commission on Sustainable Development (scheduled for April 2007)�
and called on SOPAC to convene a regional Energy Ministers meeting as a matter of priority.
SOPAC is therefore organising meetings for the Pacific Energy Ministers and the Regional Energy Officials, which will share the theme “Energy Security for Sustainable Development� and are scheduled to take place from 23rd to 26th April in Rarotonga, Cook Islands at the Edgewater Resort Conference Centre .

The proposed schedule for the meetings is as follows:-
• Regional Energy Officials Meeting (REM2007) Monday 23rd & Tuesday 24th April
• ANZAC Day Ceremony Observance Wednesday 25th April (AM)
• Pacific Energy Ministers Meeting (PEMM2007) Wednesday 25th (PM) & Thursday 26th April.
Content of the meetings
The Energy Officials Meeting on the 23rd to 24th of April would:
• Provide updates on national and regional energy programmes and activities:
• Review the progress with the implementation of the Pacific Islands Energy Strategic Plan (PIESAP) a companion component of the Pacific Islands Energy Policy (PIEP);
• Hold technical sessions on energy policy; energy economics; petroleum pricing and bulk procurement; biofuels; energy conservation; and power utilities and improving performance; and
• Reach recommendations to be tabled at the proceeding Energy Ministers Meeting.
In light of the Leaders decision, it is intended that issues for discussion at the Energy Ministerial sessions on the 25 and 26th of April would include the following:
• Addressing the long-term energy security issues, options and challenges for the region;
• Reporting on progress with exploring the possibilities for bulk petroleum purchase and options;
• Opportunities for exploitation of existing and alternative renewable energy resources;
• Progress with implementation of the Pacific Islands Energy Policy; and
• Opportunities and scope for strengthening regional cooperation in the energy sector.
